The sticky point is the wording about the winner of two divisions...it doesn't say the winners of three divisions... I think it is a big stretch to assume that they meant anything more than what has been current...two divisions...except they did amend that to allow a conference with less than 12 members to hold a CCG...if they played round robin and pitted the top two teams.
