Where/when was this taken?

Good question. Honestly, before focusing on the boots I was trying to identify the painting or mural.

Thought at first it was the surrender of Cornwallis at Yorktown, and although there are lots of depictions of that event and the poses are similar, I can't find one just like this.

Moreover, if it's in the Connecticut state capitol or governor's office, as I think it is, the subject of the painting would be something from Connecticut history.

If we could see a close-up, maybe we'd spot Abel Bachelor (ABachelor6CR) member of the Sixth Connecticut Regiment and oldest Boneyard poster by about 200 years.
