Can we enforce more descriptive thread titles?

Nothing is more annoying than thread titles that keep you guessing and wasting 10 seconds of your life checking a pointless thread.

I also would prefer this but I do not believe we can even change thread titles. As far as I know it's not even in our Mod powers.

Only thing I could think of is that a Mod could create a new thread with an appropriate title and then merge the two but that could become quite the hassle for less important threads.
