Baylor vs. UConn in Big East/Big12 Battle

I know if a team played on the road last year they will play at home the upcoming year, at least for the most part if not entirely. However, can someone tell me 1) who decides the match ups and 2) how the match ups are decided?
 
I'm pretty sure they set this as a rule when they first came up with the Big East/Big 12 challenge but teams cannot play each other back to back years. Since KU hosted us as much as we wanted them at home that was never going to happen.

And they might be due for a home game. They are just #1 in the Coward rankings. They run from any OOC opponent that isn't a HBCU.

Whatever, if they wanted the matchup, which would have been the best for both schools and college hoops, and conferences and tv, they would be playing it.... i can hear the chicken clucks from Lawrence.

The Commissioners agree on it, based primarily on what the TV people want.

They're bad, gonna be like the 7th or 8th best team in the Big East even if everything breaks right for them. They don't deserve a top team

Kansas has no say in it. Kansas fans are complaining too, because they wanted it. KU isn't Duke, they welcome these games.
