A gamer question

A friend of mine here in Guatemala wants to buy an xbox1 with Gears of War. I don't know jack about games, but checking this out on Amazon, there is a disclaimer saying that this game will not function outside the U.S., even from the discs. What I am wondering is, if he had a vpn, would this fool the game into working? If anyone has any info on this, I would very much appreciate your sharing it.
