They've held open tryouts before too (reads they are again). Ionescu and Taylor Murray made the U16 team in 2013 without an invitation.

Correct. To be eligible, one must be born on 1/1/99 or later. The only option for her is the U19 team; however, she will have a good shot at the U18 in 2016.
