Sherlock Holmes from the 2010 British TV series (4 seasons if I recall) and it isn't even close.

A distant second would be Larry David from Curb but I guess he isn't really "fictional" per-se but more of an embellished caricature of himself.

I might also go with Tony Montana, no one, not the B10, not the SEC would be able to say no to his little friend.

Leatherface only needs his chainsaw to convince the old man's dinosaur club of the B10 or SEC, nothing more.

Finally, rounding out my top 5 most likely to help UConn achieve power conf status, J Petermen. Any conference would add UConn just to get him to stop talking about god knows what in god knows where.

You do have a point with Sherlock Holmes, because it’s a total mystery to me why UConn has been banished from the power conferences. Although Vito is awesome.
