From this Borges article in April that all but confirms it should be Texas Tech:

UConn is expected to be one of the four participants in the 2019 Jimmy V Classic at Madison Square Garden, per a source. It doesn’t look like the Huskies will play Syracuse, as they did at the event two seasons ago, but rather an undisclosed Big 12 team.
