If you discount teams LIKE Maine and Albany (co-leaders of the America East conference) as well as other "top" teams in the low mid major conferences, what are you left with?the BIG10 is pathetic.... no surprise - How is a 8-7 team ranked #21 ?

I do think that at 20-5, USF should still be ranked in the top 25. Anyway your point is well taken. Nebraska is currently 7th in the B1G, but only 3 teams ahead of them are ranked.
What's the difference between a "weak year" and "talent is rising and more spread out."
Seems to meet that the number of upsets speaks to 1) younger/new coaching talent stepping up (Maine, Rhode Island, Seton Hall) 2) talent that's spread around and 3) injuries.

She is their floor leader, top scorer and assist leader. They will struggle as long as she is out.
