Does this only apply for teams that miss the playoffs this season? i.e. They take the teams that miss it and then look at cumulative records. So for example, if ATL is out of the playoff THIS year, do they still have a shot to get a lottery pick?

That's the message I'm getting from the article. Bowman is mistaken. It looks like ATL could at least get a top 4 pick.

You are correct. The worst a lottery team can draft is 4th

This does sound like a preventive action to prevent or at least discourage "Stink for Stewie" behavior by teams for the remainder of the current season. By considering last season's record as well as this season, it reduces the influence of the remaining half season on the chances of a top lottery pick next spring.

I would assume that Moriah is likely to be the second pick next year, right after Stewie. (Any other plausible candidates? Who am I forgetting?) If the rules were not changed, that would give a rather big incentive to teams that are on the playoff bubble this year to tank and improve their chances for one of these prize picks next spring.

This is an improvement, I think. I hope it has the effect they are looking for.

The Mercury's actions when Griner was up for grabs were highly suspect. Atlanta this year a little less so but suspicious. Contrast that to Tulsa's post-Detroit years in the wilderness... playing their butts off to try to win some games and some fans only to be pretty unlucky in draft positioning (as I recall). They have assembled a pretty good team now and deserve any success they can get. Wandering off topic here but I feel for the core of loyal fans in Tulsa who are facing the loss of their team just when things were really looking up. Similarly, a seriously depleted CT Sun team really needs a high draft pick next year, but they continue to fight for wins with the hope of a playoff appearance.
