Why does the stadium announcer call out QB changes?

I am sure that the opposing coaches are on top of personnel changes, but I always feel like the stadium announcer is practically calling out our plays over the PA. Is it a rule that the stadium announcer has to call out a QB change on the PA?

He did announce Whitmer at WR - the guy next to me said, why doesn't he just call out the plays! I couldn't determine what was mroe irritating - the announcer or that frigging DJ.

Look if he doesn't point out the QB change, how is any fan to know what #11 is up to when HCPP - that crafty 'ole dog - inserts him in the the Wildcat package.
