Who are the 50% entering portal

Anyone have any ideas of who might be the "50%" players Dan Hurley intimated in his 60 minutes interview, are considering entering the portal? That does sound like a large number of players. Not counting the seniors, the one and done's, and the graduate players. How many would that leave?
