You sure you've got no warnings? You get a few of those in a short period of time and you get a daily limit of posts.

You can check them by clicking on your profile and going to the warnings tab.

That rule only applies on even numbered dates. On odd numbered dates, it's 15 minutes, precisely, as Horatio indicates.
