The authors are dopes. Those figures are for the City of Groton which is a political subdivision within the town of Groton. Its about 3 square miles within the town and contains a disproportionate amount of section 8 housing. They stated that some towns are on the list to illustrate severe income disparities. Still makes it very close to the national median household income.
