There are lots of state schools from states with smaller populations than CT playing FBS football .... Ole Miss, WVU, Nebraska, Kansas, Arkansas, Iowa, New Mexico, Nevada, Wyoming, etc.

But the population of ND is so small. Metro Fargo has just 238,000 people. That's about 1/5 the size of Hartford.
