The Division I MBB Oversight Committee has recommended that the notification of transfer window be reduced from 45 days to 30 days, per release. The 30-day notification of transfer window would then begin the day after the end of the second round of the NCAA Tournament.

I don’t understand why the window would be open before the end of the tournament. Is there a reason it opens after the second round?
Perhaps it’s the NCAA’s crude approximation of the NBA draft lottery? Teams that do poorly- either missing the tourney or being knocked out early- are given an advantage in an attempt to redistribute talent to the teams that need it more. In practice it doesn’t work that way but, then again, when has the NCAA ever implemented anything that worked correctly?

Because the reality is when 349 of 365 teams are done playing, they're not gonna wait. Whether it's legal or they just have to go through back channels it's happening

this is exatly it. the tampering will happen regardless, so might as well make it above the table.

It’s already going on during the season. Whatever let the other teams blow their wad on a spending spree while we Hurley waits it for the right transfers. As the transfers we have brought are more so pieces that fit then roster turnover.

so when Duke loses next year in the second round, can UConn rescue Cooper Flagg from college history oblivion by signing him and then winning UConn's third consecutive national championship?

It's better than opening after Selection Sunday, like this year

Although opening week after the Elite 8 would be even better

Imagine being able to sign players in the middle of the tourney. Would be perfect for UConn, Hurley doesn’t run a complex offense or anything..

Isn't that what tourney coaches complain about most?: The tampering and falling behind other non tourney teams in recruiting?
Only sport where making the "playoffs" has down sides.
The calendar for playoff teams in NCAA football in December is insane.
