2-star kid out of Georgia. Had some Ivy League offers (Yale, Dartmouth), so academics are probably up there. Did he redshirt last year? And if so, does he have 4 years of eligibility, or would it only be 3 years?

He was a 2-star rated QB out of high school (GA). Big kid: 6'3" 200 lbs out of high school. Pro style QB.

I'm not sure what this means for Cochran, Boyle, and Davis but I think it's just a case of re-building QB depth after Taylor's transfer.

When it comes to the QB position it seems like there is always something going on we aren't aware of. I assume this kid would have to sit a year. He was a wildcat QB at NC state where he played last year as a true freshman.

He can play 4 years total yes? He used 2 playing and sitting. That leaves 2. Could not play grad year unless he redshirts a year.

That's incorrect. This upcoming season, Graham Stewart is a RS Junior. He used his redshirt when he transfered from Florida. Like Jimmy Serrano said, you have 5 years to play 4 (barring the unforseen).
