I thought the NBA will have to get Mr. LaVa Ball's permission to do this...
 
So he wants to penalize bad teams that don't tank but just plain s*ck? Maybe they will make all the teams eligible for the lottery...meaning put every team in and make the whole lottery the luck of the draw. Then it wouldn't matter if teams tanked.
