The inaugural guidelines were:

"To be eligible, a player may play for any conference except the Power 5 conferences, the Big East, and the American Athletic Conference. This leaves 25 eligible Division I conferences." (source)

This 2021 Watch List announcement while it doesn't include an eligibility criteria it does include both Ilmar'i Thomas (Cincinnati) and Mai Davis (Temple) from the AAC.

Based on production from non-Seniors (or Grads) last year these players might also be in contention (listed in alphabetical order by last season's school).
  • Jordyn Dawson (Akron)
  • Raina Perez (Cal St. Fullerton) > NC State (ACC)
  • Suzi-Rose Deegan (Davidson)
  • Erica Haynes-Overton (ETSU) > Kansas (Big 12)
  • Bre Cavanaugh (Fordham) Not Playing (related post)
  • Alexis Poole (Kennesaw St.)
  • Keyen Green (Liberty) > Tennessee (SEC)
  • Sam Breen (Massachusetts)
  • Keni Jo Lippe (Oral Roberts)
  • Haylee Andrews (Portland)
  • Emily Codding (Saint Mary's (CA))
  • Myah Selland (South Dakota St.)
  • Eva Hodgson (William & Mary)
  • Camilla Emsbo (Yale)

Keyen Green transferred to Tennessee, and Haynes-Overton transferred to Kansas. Cavanaugh has announced her transition from Bre to Bryson, and is not playing this year.

I haven't seen all of these players play, but the ones I've been most impressed with are Myah Selland of SDSU and Erica Haynes-Overton of ETSU. Selland was a major contributor to the Jackrabbits' Sweet 16 appearance two seasons ago. She missed most of last season with an injury.

Erica Haynes-Overton almost singlehandedly beat Tenn last year and few other teams before getting hurt, very impressive player.

I noticed that right away. I guess it's now the BE that will no longer be considered mid-major-award eligible. :)

I was being lazy and just qualified by saying "listed in alphabetical order by last season's school" but now have updated thanks to your feedback.

I just thought it was interesting how many players from the list last year ended up transferring to P5 schools.
