Exactly this. There is a LOT of talent in Texas, and we need more fodder for recruiting them. Exhibit A is Moriah Jefferson. She was both from Texas AND home-schooled, and it's worked out wonderfully well for her in Storrs. If you're an uo-and-coming Texas kid, it could work well for you too.
