I've been doing this every year since 2012 based on a points system that evolved from active, public discussion on this board.. This has been a ranking of the 2010s thus far- now 2010-2015.
Rankings points are earned by regular season success (our proxy for which is NCAA tournament seeding), as well as by NCAA tournament results (with points awarded for making the regional semis and more points earned for making successive rounds...and ultimately the NC).
The current top 15 (points total in parentheses):

4. Baylor (285)
5. Tennessee (220)
6. Duke (170)
7. Texas A&M (160)
8. Maryland (145)

A few comments:
- UConn is far and away #1 through six seasons of the decade and is guaranteed to be #1 at the conclusion of the 2016 season as well. If UConn gets a #1 seed and makes the Elite 8 in the 2015-16 season, they'll also be guaranteed the #1 ranking upon the conclusion of the 2017 season. In other words, UConn is running away with this ranking. No other program in WCBB has been #1 for consecutive decades...
- ...but Tennessee is on track right now to be top five for four consecutive decades: #2 of the 1980s, #1 od the 1990s, #2 of the 2000s, and #5 of the 2010s. Just a testament to the greatness of Pat Summitt.
- Texas A&M, despite being one of three programs to have a NC this decade, continues its decline. The Aggies just haven't been picking up many points since 2011, even with the stellar 2012 recruiting class.
- South Carolina: welcome to the top 10!
