Definitely. The defender pulled back, but he impeded enough to cause contact before it. Tough to call a foul 45 feet from the basket when the dribbler is trapped and heading perpendicular to the basket with 3 seconds left when the alternative is just head to OT, though. Obviously TCU lost their slight chance to get a shot off, and it would have been very unjust if the Arizona guy had won it with a floater or whatever, especially because the clock actually stopped briefly anticipating a foul or over/back called so he even had extra time to get a shot off and still failed.
