So if Tennessee and their peers agreed not to do certain things when it came to wooing recruits then you can't at the same time minimize the rule and think its a joke. Maybe college coaches don't trust their peers to recruit ethically so instead of an overarching principals based regulations you have more strict minute rules based regulations.
