No idea (yet) why the server hosting my website has suddenly started handing out 403 (Access not allowed) responses for the spreadsheet. Requests referred by links on the Boneyard are supposed to be (and have been for some time) allowed.
I'll chase it down. But in the meantime you should go to my downloads page and select the topmost link if you want this year's sheet. I've just tested it and it does work.
