They are a top program. Not elite. My definition of consistently strong is always in the NCAA, making the round of Sweet 16 regularly, occasional FF and winning the conference on a consistent basis. The teams that qualify under that are Baylor, SC, ND, Stanford, Maryland, OSU, Tennessee, Texas A&M, Louisville and with upstarts Oregon St, Oregon, Texas and Miss St. I also consider Duke, FSU, Georgia other schools more in than out of the top echelon.
