One normally thinks of "Florida" when one thinks of FSU's recruiting territory...and that is mainly so...But many schools recruit a broad area.

This year's FSU class has commits from:

Garden City, NY
Pittsburgh
Kansas
Virginia
North Carolina
Mississippi
Texas
NJ (Sparta)
Maryland (Middleton)
Maryland (Hyattsville)
Georgia
South Carolina

Recruiting has become much less territorial then it once was for many schools.

For most schools the order goes Instate -> Surrounding States -> Conference Footprint -> National.

Top schools can typically afford to cherry pick when it comes to recruiting, although some coaches in talent rich schools sometimes prefer to keep local and hoard the local talent. Ohio State recently went through a change in philosophy where Tressel used to stick to Ohio kids and keep other Big Ten teams out while Meyer goes for more of a national approach.

Yup.
As an example from basketball, Geno's first title in 1995 was with 5 kids from New England plus 1 from PA and 1 from DC.
Last year's title had 0 key players from New England, 4 from NY/PA, and 4 from elsewhere (CA, TX, IL, IN).
