An OV, in some cases, might be needed to focus on specific individual/family interests/concerns and having friends -- although welcome in some aspects -- could be a bit of distraction. For Boston's visit -- as well as Malu Tshitenge-Mutombo -- ND also had Brunelle and Peoples taking their OV's. Maybe a slight distraction, given Sam and Anaya were already "done deals?"
