On one hand you could say the rules were the rules back in 2005 and the original decision to strip Reggie Bush of his eligibility (along with his Heisman) and USC of their wins should stand. On the other hand you could say that since the benefits came from outside sources, not USC itself, it did not give them an unfair advantage and in light of the recent rule changes college athletes receiving compensation from outside sources is no longer considered taboo. Plus USC was penalized in the form of lost scholarships and bowl bans in addition to the lost wins and national championship and haven't been anything close to a championship caliber team ever since. So reinstating Bush (along with his Heisman and USC's wins) would not necessarily mean that they went unpunished.
Heisman Trust pushes Bush decision on NCAA
The Heisman Trust responded to Reggie Bush's call to have his Heisman Trophy returned and college statistics reinstated, saying he became ineligible for the award after the NCAA handed down sanctions to him and USC.
