That's a key plot element, but there's another element of the people revolting against brutal monarchs and Jan realizing that he can mobilize them.  This was filmed very well all in Czech Republic, the acting is good and I enjoyed it.  The pace is slow at times despite the action scenes and there's a lot going on.
