It has a chance. The backstory is there to support something. As usual it comes down to executing it correctly.
I'm always wary when show runners go off the source material, but given that Neagley's post-110th life is pretty much undocumented, except for the books that gave rise to the first two shows, there is a little room to work there. I'm wary of it because I think they are going to make her a female version of Reacher and that would be a huge mistake.
Neagley has a lot of the same investigative skills and shares a similar, though not identical, moral compass, but unlike Reacher, she is able to be successfully integrated in the real world. She has a job with a larger investigation company, makes a lucrative salary, has a home etc. Yeah, she's definitely damaged with the undefined event that causes her to avoid physical contact, but she operates within normal society, rules, unlike Jack Reacher.
There's plenty of room to build a decent series there, but I would avoid having her just taking on cases because she finds an injustice she wants to correct. Sure, do that occasionally, but for the most part, there's a lot of room for a series with her doing investigations as a part of her job.
As Chin says, it'll all come down to execution.
