I did a quick check, and this looks like the 3rd time Katie Lou has had 18pts in a quarter, but it looks like Kia Nurse has the record, with 19pts in the 1st quarter against DePaul, 12/01/2016

I checked this year's UConn Women's Basketball Media Guide. They do not list a "most points in a quarter" category in their individual records. UConn's highest scoring game is 140-52 against St. Francis last year (March 17, 2018). (94 points in the first half) So we'll have to rely on individual recollection to answer your question.
