I don’t know what formula is used here, but classic PER is the plus number of points when a particular player is on the court. In other words, while Paige was on the court, her team scored 25 more points than the opposition and would have scored 27 more if she played all 40 minutes. These figures indicate that Edwards needs more time on the court.

That's not PER. What you are describing is a +-.

The formula for PER is (PTS + REB + AST + STL + BLK − Missed FG − Missed FT - TO) / GP.
PER for Paige against Marquette ( 23 + 6 + 4 +2 + 1- 5 -0 -6)/1=25
GP equalled 40/ Minutes Played
In Paige case she played 37 Minutes so 25/ (40/37)= 27
