I interpret it as Delaney's way of saying the SEC (and to a lesser degree ACC) have figured out how to game the system, and there is a need to fix/change the system (which could mean completely shake up the NCAA).
 
Yes. Other conferences are better at cheating than the B1G and the B1G doesn't want to be in a cheating competition, it wants to be in an athletics and business competition. So, pretty please, NCAA, please crack down on cheating.
 
All goes back to the academics vs amateur athletics debate. The SEC, B12 and some members of the ACC aren't as concerned with academics as the B1G, PAC and some members of the ACC. If you put more emphasis on academics, it means that the athletic rich southern high schools will actually have to start teaching their kids how to read and write too. That should/could, in theory, level the recruiting playing field between southern and northern based universities.
