- All athletic scholarships will be guaranteed for four years, beginning 2015-16
- Reaffirmed their support for** stipends to cover the full cost of attendance - likely will range between $2,000 and $5,000 depending on the university.
- Medical expenses for athletes injured during their college careers will be covered up to four years after they leave school, beginning 2015-16.
- Athletes who transfer between Pac-12 universities will be able to receive athletic scholarships immediately "without restriction." [Not clear on whether they would be able to PLAY immediately - ??]
- If an athlete leaves an institution in good standing and has completed at least 50 percent of their degree, they can "return and receive necessary educational expenses for the remaining terms of the agreement", beginning 2016-17.

** Regarding the stipends, the 65 P5 institutions granted autonomy by the NCAA earlier this year, plus 15 representative athletes, will vote on the issue at the group's inaugural meeting in January.

I doubt they can play. That's a separate NCAA rule that a lot of institutions see good reason for.

Some colleges and universities did "some" of these things already (for example, at least some athletes at Rutgers completed degrees on RU's dime after graduation). To me the stipend and medical care are great. I think, but am not sure, that UofA already began offering 4 year scholly's.
