Can't find "valoración" in either of these English-Spanish basketball glossaries, but it should mean "rating". Is that +/-? Anyone know?

It's the EuroLeague version of the player efficiency rating, apparently known in English as the "performance index rating". ("Valoración" by itself can mean "rating", "assessment", "appraisal", etc., depending on context.)
