Several things could affect that but it could be that they don't compress their live streams or don't compress them as much as they do with other programming. If it is caused by YouTubeTv's internal speed testing there is likely no solution for you except possibly contacting them (good luck with that) to complain and see if they can check your connection. Just thought of another check you might be able to do: connect the TV directly to the modem output using an ethernet cable.
