It happens everywhere. Due to the rain this spring, June has been a mess for youth baseball where I live with Rec and Spring Travel seasons trying to make-up games before school ends and Summer Travel Season picking-up. I know several 12U coaches, some with parent support and some without, who are only tracking pitches for their top hurlers for their team and ignoring what the kid may have throw in the same week for his Rec/Tavel/Club team in order to keep on winning.
