I've updated my I pad to the latest version.
It works fine except it will not keep me logged in to a Safari Session,
Including the BY , even if I checked stay logged in.

What is going on?

I've had no issues on my iPad Air 2 after the update.

My UTalk language apps no longer load, but I'm okay so far on the boneyard

I would suggest Chrome, but also check your Safari settings to make sure you aren't blocking cookies. Go to Settings > Safari > Block Cookies and make sure it's set to "Allow from Websites I Visit".

My iPad works fine but I think it might be running slow. I haven't been able to pull up the Vance Jackson confirmation thread yet
