Odd question about Diamond Stones recruitment

This may sound odd or even stupid to some on here but is it possible or ever done where a LOI is signed and then mailed to the school? Or are they signed and faxed? Would it be possible he signed and sent the letter and KO is waiting to receive it so he can then talk about the recruit without violations? He did say there would be good news in the coming weeks or something to that extent.
