Doesn't that muddy the waters in a way. We have one set of rules if on tv and another set if not. So what happens if a team is used to have two 60 seconds time outs but they are now playing UCONN and only have one because they are on TV?

It will not matter. Teams who are rarely on TV will need more than clock stoppages against UCONN.

You mis-understood, actually. There is a difference now between "media" and "non-media" games, as "non-media" games did not have the under 16, under 12, etc time-outs. But it is "media", not TV. So radio is "media". I can't remember the last time I was to a non-media game, but I have been. I'm sure they occur more often at smaller schools, OTH, you would be surprised at the number of schools that have radio.

I always thought it did not include "student" stations (I'm pretty sure in fact that at one time it didn't), but eventually it seemed that even the student station got commercial breaks.

Yes, ther have always been different timeout rules for games with and without media timeouts. And 99% of D1 games have had media timeouts - all games on TV, radio, internet coverage, etc. so there will be almost no impact. The author of the article apparently misunderstood what a media timeout is.
