For those old enough, think back to Storrs in the 80's. Most buildings were post-war dorms and academic buildings that were 30 to 40 years old and getting run down. Think of what the Field House was like, etc. Then along came Gampel, then UConn 2000, etc. None of that development would have happened without the generous support of the taxpayers and the UConn grads in the legislature who passed the bills.
