It just me or does this seem like it is designed to allow the bigger schools hoard more players?
No. The transfer portal is hitting roster numbers leaving some schools with less than 85 scholarships. This is a short term fix to bring the scholarship numbers back up. Schools are still going to be limited to 85 scholarships so not all schools will be adding additional players this year.

Here's some math. School has 85 scholarship athletes and 15 graduate and 15 leave through the portal and they bring in the maximum of 25 new players. New scholarship roster count is 80. If the same thing happens the next year, you are down to 75 scholarship players.

The NCAA is freaking out over losing football. It is sucking up to the big athletic powers in football because that is where the money is. NOTHING the NCAA does is meant to help non-P5 schools be more competitive. Every move the NCAA makes is to curry favor with the big, football powers in hopes the NCAA is not thrown in the trash.
