I thought this was interesting. It appears the purpose is to help develop players under 17 from the Caribbean, Central and South America, etc.

I would think it would help American college teams who have a good foreign pipeline. Fernandez of USF has a terrific one in Europe, but I'm not sure who, if anyone, has one in Central/South America etc...
