I keep a spreadsheet tracking wins / losses in the P5, Big East and Arizona / Rutgers opponents. I decided to update schedules and found (in conference games only, no cancelled OOC games are being made up) -

B1G - 7 games are not being made up. 4 involve Illinois, 3 involve Indiana, 2 Northwestern and 4 other teams with 1 each. 7 teams will play all their games. All other cancellations rescheduled.

SEC - All cancellations rescheduled

ACC - 1 game - Notre Dame vs. Virginia is not scheduled to be made up. All others are.

Big 12 - All cancellations rescheduled

PAC - 17 games not being played (as of now). Primarily involve ASU (6 games), Cal (7 games) and Washington (4 games). Some other cancelled games were rescheduled.

Big East - 5 games not rescheduled - the 4 that UConn didn't play and a St. John's / Butler game. All other cancelled games rescheduled.

For whatever its worth, the situation involving the Rutgers and Arizona's other opponents varies, but most of the teams are making up games they missed. A few are not, but I didn't track the details.
 
FWIW, although it may be that OOC games aren't being made up, some teams have filled in for cancelled games by adding OOC games against other opponents. For instance Stanford added a second game against Gonzaga.

Absolutely, at least at that time. Texas filled in I think 2 games and some other teams as well.

However, at this point, any make-up games are in-conference.

Just to note, UConn has scheduled 1 of their 4 games, against Marquette. I don't think the schedule is likely to permit the other 3 to be made up.
