Is this allowed?
Allowed or not, it is pretty immature for a college level player.

lmaoooo I've never seen that before, it reminds me of Sean Avery in the 1st rd of the nhl playoffs vs Brodeur, he just kept waving his stick in front of him and the refs didn't know what to do. No penalty was ever called and in the offseason they made it a rule you can't do that anymore.

The only competition I know where players making a noise, clapping, etc to distract the opposing player like that is not allowed is in FIBA. I only knew about it because in a 2019 FIBA U19 Women's game Berube got a warning for it (she yelled as the opposing player was about to make fastbreak layup), and even coach Jeff Walz was not sure what the warning was for until the refs explained it to him. Not a tech, though.
