Water will be about 70 degrees. As msf22b said above Palisades has some great hiking and the Tram inspired Walt Disney (host of the 1960 Olympics) for the rocky scenery in the runaway railway ride. There should be some snow pack around when hiking at higher levels in the mountains. You can rent tubes to float down the Truckee river to the River Inn for lunch.
