Serious question, Does the CFL normally draft players who won't be playing for them that year?

Yup... it's all about timing of seasons, he's Canadian and owning of "rights". Also players become eligible for the Canadian College Draft four years after their first year of play at college.

Petrus was also drafted by a CFL team and came back for his last year. This does NOT end their NCAA eligibility.

Wildly speculative question: So let's say he's a borderline guy after next year and gets picked up as an Unrestricted Free Agent or something, tries out on some times. Would a CFL team be pissed off that a player kinda dissed them or are they probably just used to being that 2nd or 3rd tier and therefore that's just part of the process?

I would think the CFL knows it's place in the pecking order. Not a player alive would bypass a try out with an NFL team because of their loyalty to their CFL team. I would think they (CFL teams) have no choice but to accept that.

Note Montreal has Tebow's rights. This is the process.

Not to mention Candians that can play are worth more. They limit the number of 'imports' they can have on each roster.

Hamilton Tiger Cats own John Delahunt's rights.

I read that Montreal still has the rights to Tebow.
