How do you know that in an "open lottery"? It all comes down to how dedicated each individual school and coach is but they find scholarships when needed and the coaches put in the time at their own expense to find players either at camps, in their AAU programs, or openly scouting. When you see an opposing varsity coach who happens to coach at a school of choice, at a random middle school or JV game you know they aren't there just for their love of basketball and they get to justify it because a kid "might want to play on their AAU team" or "went to my camp." There are just too many layers to this problem that no matter what divisions they create and rules they put in place schools and coaches will find a way around it unless you eliminate any choice programs, which would hurt students.
