Split the football schools with the Catholic.

Offer UT anything they want. Let them keep the network. Do the same for OU.

If OU and UT join, ND may follow. Let them keep their NBC deal, but make sure they join football.

Once OU, UT, and ND join, send over an offer to Penn State.

Fill the rest with the remnants of the Big 12.
