We would have nobody left at UConn who was a part of the two bad RPI years (assuming Blaney retired too). Not a single player or coach. Nor the president or athletic director.
The NCAA would be punishing laundry.
Now if they want to hide behind "lag time" to calculate data, then perhaps they need to re-evaluate whether the legislation is appropriate. If you can't make sure you punish people actually responsible for the problem, which can be done easily enough, then the system is horribly flawed. I'd be less inclined to protest if the current team was barely over the 900 threshold and there were still systemic problems, but the fact we went from 826 to 980 in one year shows that the problems were isolated, and addressed.
